School Funding
COVID-19 School Funding

Funding is for personal protective equipment, hygienic supplies, costs associated with socially distanced onsite learning, remote learning, or hybrid approaches as determined by the district, charter school, or collaborative. Recipients can also use their funds for any expenses required to ensure that low-income and other vulnerable students receive assistance and support that provides them equal access to educational opportunities, including but not limited to, assistance overcoming technological hurdles to learning and access to social services, mental health, and behavioral health resources to address the potential trauma and other effects of the pandemic on students.

How funds can be used (please note this list is not exhaustive and will be subject to further agency guidance):
At least 20% of funds received by an LEA must be used to address learning loss through the implementation of evidence-based information, including summer learning, extended day or afterschool programs, or extended school year programs.
Remaining funds may be used for any activities under current law, and other key activities including but not limited to: purchasing sanitation and PPE, training school staff on pandemic preparedness measures and developing health protocols in alignment with CDC guidelines; repairing school facilities to reduce virus transmission and exposure to environmental health hazards; providing technology for online learning to all students, including hardware, software and connectivity, and meals to eligible students engaged in remote learning; providing mental health services for students;

After-School and Out-of-School Time Quality Enhancements
Attleboro: $31,000

Eligible applicants for this grant included Massachusetts public school districts, non-public schools, and public and private community-based organizations (CBOs) working with experience running after-school and out-of-school time (ASOST) or providing professional development to Massachusetts ASOST programs.
The purpose of this state funded grant program is to enhance ASOST programs and services to improve the academic, physical, social, and emotional wellness of public and non-public school-age youth during the school year and the summer months. ASOST is inclusive of before-school, after-school, vacation and summer programming as well as extensions to remote learning enrichment center/program hours beyond school time.
Innovation Pathways Planning Grant
North Attleboro: $24,739
North Attleboro High School will develop an Innovation Pathway in Manufacturing, in partnership with MassHire Bristol and local manufacturers.
Skills Capital Grant
Attleboro: $180,000
Attleboro High School will purchase programmable welding robots used by industry partners to provide students with experience on the most up-to-date equipment used by employers. The school also plans to launch new adult/evening training programs to meet demand for training.
Infrastructure Grants
American Rescue Plan Direct Aid
In addition to elementary and secondary school relief, the district will also receive millions in federal aid. This money will be:
1. To respond to the public health emergency with respect to the COVID–19 pandemic and its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality;
2. To respond to workers performing essential work during the COVID–19 public health emergency by providing premium pay to essential workers of the metropolitan city, nonentitlement unit of local government, or county that are performing such essential work, or by providing grants to eligible employers that have essential workers who perform essential work;
3. To provide local government services that could have been cut due to lost revenue as a result of the COVID–19 public health emergency; or
4. To make necessary investments in water, sewer, or broadband infrastructure.

2021 State Aid to Public Libraries
North Attleboro will receive $22,910.85 in initial Aid.
This is money that North Attleboro Public Library applies for each year. Since 2018, the Legislature has increased funding to the State Aid line by 33%, a welcome increase for local libraries, which are permitted to spend the funds for any library purpose. North Attleboro is slated to receive a 20% increase in state aid (approx.) this year over last.
Attleboro will receive $40,611.41 in initial Aid.
Mansfield will receive $19,767.40 in initial Aid.
Complete Streets Grant
North Attleboro will be receiving grant money as part of the Complete Streets Program
North Attleboro will receive $385,871 in grant funding.
This money is to install new sidewalks, curb ramps, and high visibility crossings along Arnold Road as well as to provide sharrows and bike signage near two elementary schools.
Shared Streets & Spaces Grant
Attleboro will be receiving grant money from the Shared Streets & Spaces Grant Program
Attleboro will receive $122,149.50 in grant funding.
This money is to support: new lighting, paving, landscaping, public seating, public art & bike racks; the transformation of the underused alleyway between Attleboro's Municipal Parking Garage; turning the downtown area into a safe, comfortable public space for hosting civic activities and festivals
MassDEP PFAS Treatment Grants
These grants will provide funding to water suppliers for the necessary planning, studies, pump tests, engineering and design necessary to remove PFAS contamination from water systems. To aid communities that have already expended funds to address elevated levels of PFAS, many of the awards reimburse eligible costs already expended.

The Town of Mansfield has been awarded a $100,000 grant to support efforts to redevelop the Plymouth Street Playground.
Housing Choice Capital Program Grant
North Attleboro - $75,000

The Housing Choice Community Grant Program rewards municipalities that have produced a significant number of housing units in the last five years. The program provides funding to designated communities for construction, modernization, or major repair of physical infrastructure, acquisition, of property or interests in property; long-lived equipment; or feasibility, engineering or schematic designs for capital projects, and for planning and zoning projects.
PFAS Interim Response Grants
North Attleboro - $150,000
The funding will support communities’ immediate efforts to address elevated levels of per- and polyfluoroalkyl substances (PFAS) in drinking water.
Public Safety Grant
S.A.F.E. and Senior SAFE Awards
This is a grant program that supports fire and life safety education for seniors. Seniors have a high risk of dying in a fire. Fire and burns risks for seniors include: cooking, smoking, home oxygen use, and electrical and heating dangers.
Senior SAFE also aims to improve safety in senior housing. Programs include: smoke and carbon monoxide alarm installation; testing and replacing batteries; installation of house numbers; heating limiting devices on stoves; in-hood stove fire extinguishers; nightlights.

Complete Streets Grant
North Attleboro will be receiving grant money as part of the Complete Streets Program
Firefighter Safety Equipment Grant Program
This competitive grant program will enable fire departments to purchase a variety of equipment that will make firefighters’ jobs safer, including protective firefighting gear, thermal imaging cameras, radios, rescue equipment, and gear washers and dryers.
This program represents a comprehensive approach to mitigating modern firefighter health and safety risks. Firefighters face not only the well-known risks of fire, smoke, and hazardous materials, but also long-term health risks of occupational cancer associated with exposure to fire by-products, and debilitating physical injuries due to the strenuous nature of their work.

FY2020 Assistance to Firefighters Grant Program (Federal)
The purpose of the AFG Program is to award grants directly to fire departments, nonaffiliated EMS organizations, and SFTAs to enhance their ability to protect the health and safety of the public, as well as that of first-responder personnel. Using a competitive process that is informed by fire service subject matter experts, grants are awarded to eligible applicants whose applications best address the priorities of the AFG Program.
